C1316 - 00: Steering angle initialization error

Customer Symptom
Steering wheel end stop and active return functions are
disabled
Fault Effects (On Vehicle)
Assistance continues to be provided.
Lamp Status (If Any)
Warning Lamp OFF
Fault Detection Condition
Invalid steering angle information
Normal Operating Condition
PSCM should provide assist if steering wheel is steered after
engine is cranked. Normal operating range:
ECU will awake from 6V to 16V.
Full assistance is b/w 10 to 16 volts.
Reduced assistance is b/w 8.7 to 10 V
Probable Trouble Area
EPAS steering angle is not initialized therefore, steering angle
information is invalid.
